So what is an energy audit? An energy audit (energy audit) is the collection, processing and analysis of data on the use of energy resources in order to assess the possibility and potential for energy saving and prepare a conclusion. That is, in order to find out how, where and how much an enterprise can reduce energy consumption, it is necessary to conduct an energy audit.

In the work of enterprises, electricity costs are one of the expense items. Inefficient use of this resource means that financial resources will be wasted. To avoid such a situation, to ensure maximum energy efficiency of the enterprise, it is possible to conduct an energy survey (energy audit).

It is no secret that the consumption of energy resources in the world is constantly growing. This leads to a reduction in reserves of non-renewable energy sources, such as gas, oil, etc., and huge emissions of harmful substances into the environment.

In order to somehow change the situation, many countries of the world have introduced strict legislative requirements to reduce the consumption of energy resources. And Uzbekistan is no exception.

The Cabinet of Ministers Resolution No. 690 of 19.10.2024 approved the procedure for conducting energy audits of consumers of fuel and energy resources and energy consumption of buildings and structures.

From 1 November 2024, categories “A”, “B”, “C”, “D”, “E”, “F” and “G” are introduced to determine the energy efficiency category of buildings and structures with an area of ​​​​more than 200 square meters.

In this case, category “A” is used to designate buildings and structures with the highest energy efficiency and, accordingly, category “G” – with the lowest.

Energy efficiency is an indicator reflecting the ratio of the effect obtained as a result of the use of fuel and energy resources to the costs of fuel and energy resources.

By the end of this year, it is planned to develop and launch a special electronic platform designed to maintain an electronic register of energy passports and reports prepared based on the results of an energy audit of buildings and structures with a usable area of ​​​​more than 200 sq. m.

In accordance with the Law of 07.08.2024 No. ZRU-940 “On energy saving, its rational use and increasing energy efficiency”, which will enter into force on 09.11.2024, the following have been approved:

Regulations on the procedure for conducting mandatory energy audits of consumers of fuel and energy resources;

Regulations on the procedure for conducting energy audits of buildings and structures.

The Regulations on the procedure for conducting mandatory energy audits of consumers of fuel and energy resources provide for:

the procedure for organizing an energy audit;
types of energy audits;
stages of conducting an energy audit of consumers;
measures for failure to comply with recommendations based on the results of the energy audit.

Mandatory energy audits are carried out in entities included in the State Energy Register in primary, periodic, extraordinary forms and in the form of express energy audits.

After this procedure, the energy auditor can objectively determine the state and identify sources of energy losses, reveal the causes of irrational spending, and offer options for eliminating and preventing identified problems.

Based on the results of the energy audit, an action plan for energy conservation and energy efficiency is developed.

Thus, after an energy audit, each enterprise, through the introduction of new technologies in the field of energy, organizational and other measures, is able to reduce energy consumption and the amount of emissions into the environment, which will not only lead to energy savings, but also significantly reduce economic costs.
